The Planning Board studies the resources and needs of the Town, particularly conditions affecting public welfare and safety related to land use and development. It has total responsibility for all subdivisions, for the administration of the subdivision by-law, and for oversight of land reallocations, protection of wetlands and watershed, and review of site plans required by the
town's zoning by-laws. zoning map. The Board has the primary responsibility for the writing of zoning by-laws, which must by approved by Town Meeting. The Town Planner assists the Board in its day-to-day work.
Rockport’s Planning Board consists of five elected officials, each elected for three-year terms. The Board members are Barbara S. Sparks, an office administrator and community volunteer; Mary Ruth Sole, healthcare worker and educator; Sam Coulbourn, a retired U.S. Naval officer; Patty Joy Edgerton, nurse and office administrator, and Frederick H. Tarr, III, a land-use consultant. Ms. Sparks is chairman and Mr. Coulbourn is vice-chair. Mary Bourguignon is the Board’s secretary.
Carolyn J. Britt, AICP, is a professional planner contracted to assist the Board in overseeing the many legal ramifications of permitting subdivisions, land reallocations and reviewing site plans.
